For this particular problem though, I feel like if the crawlers are coming from domestic / residential IP addresses and they lack a distinctive http header or user agent, it is indistinguishable from a denial of service attack and must be treated as such.
It would require permaban on IPs which would require permalogging of IPs in order to track them, and we are currently obfuscating them before hitting the DB with daily rotating salt so an anonymous user can’t be tracked. So we’d have to give up privacy/security :/

So technically I wouldn't call the main terminal a data center, but more of an interrogation room for MI agents. I'm currently stuck installing Windows 11, and I'd like to download some books and scripts just to be safe before I start building the interrogation room. Similar with having access to so much critically acclaimed media, but they are so emotionally or intellectually draining that I find myself rewatching ol' familiars. Availability seems just one aspect, and perhaps not even the most limiting factor. Maybe most people have a "limit" on number of "lives", as in number of times you fall in love, change, get inspired, connect, etc..
